§ 122-3. Findings; purpose.

A.
The Town Board of the Town of North Castle hereby finds that the public interest, health, safety and the economic and general welfare of the residents of the Town of North Castle will be best served by providing for the regulation of the use, possession, handling, storage and transportation of explosives within the jurisdiction of the Town of North Castle.

B.
The Town Board therefore declares that the purpose of this chapter is to regulate the use, possession, handling, storage and transportation of explosives within the Town of North Castle to ensure the public interest, health, safety and economic and general welfare of present and future residents of the Town.

C.
This chapter is enacted with the purpose of providing for a reasonable balance between the rights of individual property owners to the free use of their property and the rights of the community as a whole.
